The app, when launched, can check to see if its running version is the latest version, and if not can show an in-app message and link to the app store
Do not force the user to update though, let them skip this message and continue to the app. but when launched again, the message can appear again.

It 's already implemented on desktop. For mobile, I think that It can be considered invasive, specially for people that have automatic update enabled. If there is a critical bug we could notify by blog post and social networks. I also didn't see any apps that alert me when to update.
